| In recent years,our social welfare system is gradually changing from a missing model to a moderate inclusive model.In terms of child welfare,in 2013,the Ministry of Civil Affairs selected Kunshan in Jiangsu Province,Haining in Zhejiang Province,Luoning in Henan Province and Shenzhen in Guangdong Province as the first batch of pilot areas for the construction of the moderate inclusive child welfare system,marking the formal start of the construction of the moderate inclusive child welfare system.Among them,for the protection of children in difficulties,the appropriate and inclusive child welfare system requires the "scientific design of classified protection system for children in difficulties".Therefore,Mianzhu City actively responds to the policy call,adheres to the principle of "family responsibility,government leadership,social participation,classified protection",and carries out a series of rescue and protection work for children in difficulties in the city.However,due to the low level of economic and social development in Mianzhu City,the concept of social assistance has not been fully popularized,the construction of children’s assistance system is not perfect and other conditions,coupled with the large number of children in distress groups in the city and generally facing many difficulties,so in the rescue work of children in distress,some problems are inevitably exposed,resulting in the actual rescue can not achieve ideal results.In order to better improve the rescue work of poor children in Mianzhu City,better help the poor children in Mianzhu city out of trouble as soon as possible,return to normal life.This study focuses on the rescue work of children in distress in Mianzhu City.Through literature analysis,questionnaire survey and interview,the author firstly collects and obtains the basic information of children in distress and their families in Mianzhu City,such as the gender,age and needs of children in distress,as well as the economic status and guardian status of their families.Secondly,it summarizes the measures taken by Mianzhu City to help children in distress at the present stage,which are mainly reflected in the promulgation of rescue laws and regulations,the implementation of rescue practical activities,and the provision of rescue funds.At the same time,it affirms the results achieved in the rescue work of children in distress in Mianzhu City.Then,according to the existing data and the actual situation,the following four problems exist in the rescue of children in distress in Mianzhu City,that is,the definition of children in distress is vague,the method of children’s rescue is single and solidified,the participation of the whole people in children’s rescue is limited,and the support of children’s rescue resources is insufficient.Then,combining with welfare pluralism,the paper analyzes the causes of the above problems from four aspects: government,social organization,community and family.Finally,starting from the four perspectives of government,social organization,community and family in turn,combined with the above reason analysis,put forward targeted countermeasures and suggestions to improve the rescue work of poor children in Mianzhu City,in order to effectively improve the rescue and security work of poor children in Mianzhu city,improve the rescue and security system of poor children in Mianzhu City. |
