As the worldwide rise of new public management movement, government performance evaluation is developed in the world. Many advanced western countries had achieved remarkable achievements. Due to the development of social economy and political system reform in our country, the government performance evaluation is in-depth study and exploration. In recent years our country has made many efforts in government performance evaluation. But at present, neither the legal system construction nor practice has many shortcomings. Single evaluation subject, evaluation index set is not scientific. Low public participation, lack of evaluation feedback mechanism and so on. As result, the government need use scientific evaluation method.360-degree performance evaluation as a comprehensive evaluation method, it has reasonable appraisal feedback mechanism. Improving government performance evaluation based on the360-degree performance assessment methods, the aim is to use an effective evaluation method for enterprises to achieve good results. Starting from the basic theory of government performance evaluation, definition of research content and content of government performance evaluation, describes the target management, balanced scorecard and360-degree performance evaluation methods. Cybernetics and incentive theory as a theory of performance evaluation. Summary of government performance evaluation development present situation and problems such as single subject, target setting is not scientific, public participation, lack of assessment results and feedback mechanisms. State of government performance evaluation in China will be affected by the traditional culture, negative attitude, technological backwardness. Performance evaluation in the government faces a lot of obstacles in the running.360-degree evaluation can improve performance measurement initiative, strengthening the responsibility of the government. It can solve the problems. Based on the proposed360-degree performance evaluation system, government performance evaluation is improved. Through extensive literature research, comparative analysis and the methods of induction, proposed standardizing the performanee evalvation system for government performance evaluation provide gearantees of the legal system.360-degree performance evaluation can improve assessment concept and the quality of personnel science sets indicators with particular emphasis on external "customers" index status. It have highlighted public participation and strengthen the assessment feedback mechanisms.
