As an important law enforcement department,the tax authorities bear the sacred mission "for the country,for the people tax collection".To carry out good civil service performance appraisal,is conducive to further enhance the vitality of cadres,and better promote tax modernization.Municipal tax authorities as the fourth level of the national tax institutions,at the crucial level of the next,do a good job of civil service performance appraisal work,it is of great significance.But the reality is that the current municipal tax authorities performance evaluation of civil servants still exist a single assessment of the main results of the application is not sufficient,the masses recognition is not high and other issues,coupled with the current tax departments continue to standardize subsidies,cadre treatment has declined,Greatly restricts the overall vitality of the cadres to enhance the team.Based on the above considerations,the paper is committed to research and construction of a more scientific and reasonable municipal tax authorities civil service performance appraisal system,so that the results more objective and fair assessment,more able to get the masses recognized.Based on the author 's experience in the work of the municipal tax authorities over the years,based on the research on the relevant theories of civil servant' s performance appraisal at home and abroad,this paper takes Z city tax authorities as the research object,uses the questionnaire survey,individual discussion,To understand the status quo of the performance evaluation of civil servants,and found that there is no strong performance atmosphere,the assessment indicators and assessment standards are unreasonable,the main body of the examination is dislocated,the lack of control of the assessment process and effective communication feedback,the application of inadequate assessment results problem.On the basis of this,combining with the theory of 360-degree performance evaluation,using the group hierarchy analysis method to form the quantification model of 360-degree civil servant examination of Z city tax authorities,and selecting the samples to verify the model.Finally,on the basis of empirical verification,it puts forward that "establish a clear accountability system,set up scientific and reasonable classification and evaluation index system;strengthen the usual assessment and processcontrol;train the training and communication feedback throughout the examination process;deepen the application of examination results;Attached great importance to the construction of assessment system and performance culture " and other safeguards,strive to continuously improve the existing performance appraisal system,to further enhance the municipal tax authorities civil service performance appraisal of impartiality,enhance the vitality of cadres,and better promote The Tax Modernization.
