The Problems And Solutions For Municipal Government Information Disclosure

In recent years, Chinese government has made significant progress in government information disclosure, for example, from the issuance of regulatory documents on information publicity by local governments at all levels, to the official implementation of the national Regulation on Government Information Disclosure;From the establishment of provincial and municipal spokesman system, to making government budget, “three public expense” show China’s government has made steady progress in information disclosure both theoretically and practically as people wished. Compared with 1980 s, the beginning of China’s information disclosure, the information disclosure system has undergone great changes after more than 30 years’ development, reform and innovation. However, the government information disclosure system is not sound, so some problems, for example information service quality, the way of supervision, or public information consciousness and information ability, have been exposed during the practice of government information disclosure.Researches and studies on government information disclosure are the basic solution to those problems, which not only helps improve the theoretical research on government information disclosure and promote the development of the modern self-govern system of people, and also act as a guidance for the implementation of China’s National Regulation on Government Information Disclosure.Municipal government as a coordinate communication among the superior government and government at a lower level in our country, is the first step of government to interact with the public, municipal government has extremely important to build a service government or transparent government.Changde as one of the civilized cities in Hunan province, takes deepening the government information disclosure as the first priority of its annual work. So Changde is a typical model for the study of the information disclosure in municipal government. Based on empirical research method, this thesis will investigate into the causes of the problems in information disclosure, and put forward some feasible suggestions. The analysis on Changde Municipal Government information disclosure revealed the deficiencies in government information disclosure mechanism, participation and supervision mechanism; service failures; the lack of interaction and cooperation between the government and the public and the lack of public participation; the inequality of information disclosure caused by knowledge discrimination. To solve these problems,the author combines the literature analysis method and empirical research method with the actual situation in municipal government, puts forward following solutions to improve the disclosure of government information. First, improve the content of government information disclosure, expand the approach of government information publicity, to carry out the government information public service recovery; Secondly,efforts should be made to strengthen the rule of law of government information disclosure supervision, public supervision and media supervision; Finally, by simplifying the interpreting way of government information, promoting the interaction between government and the public in the process of information disclosure,effort should be made to improve the public information consciousness and information ability. To sum up, the author believes that, against the background of promoting information disclosure, the municipal government has explored a information disclosure way with regional characteristics, which is in constant improvement and development.
