Job assignment system of job-transfer cadre in Army, is not only an important part of national military system, but a special support system for the well-being as well. The settlement system is to maintain the military officers’ living standards and support smooth exchange of their occupation after they leave the armed forces. In January of 2001,China promulgated the “Interim Procedures for Resettled Military Officers” which is first time illuminated the way of resettling by proposing two resettlement models of Planned Distribution and Independent Selection. This method enabled a large number of resettled military cadres to find suitable jobs, thus continuingly contribute to social construction and economic development. However, with the farther development of politics, economic system reform and military modernization, the resettle work of autonomous employment.Seeking as an emergent novelity has brought many problems both on the policy system and actual implementation. the traditional settlement mode has become out-dated day by day, which restricts the supply of the troops in need for the military revolution,and also affects the national economic construction and coordinated development of national defense construction. Therefore, analysing the present policies and situation concerning job assignment of job-transfer cadre in Army, and putting forward effective countermeasures according to the outstanding problems, which has very important reference value and realistic significance to improve and optimize job assignment system,and to broaden the vision of the future China’s social and political development.In this paper, according to discover problems, analyze and solve problems about the logic thinking of writing, the first part, introduce the research status at home and abroad,research ideas, methods, as well as the significance and innovation. The second part focused on defining the relevant concepts, involving a systematic summary of related features, principles and function. The third part, analysing systematically the more than eighty years transformation of job assignment system from the war of the preliminary formation stage, after the founding of new China to adapt to the development stage, and adjustment stage of reform since the third plenary session firstly; And finding out the main problems, such as implement difficulty of distribution schematically, unpopular employment of Self-choosing, large contrast between the situation and wishes, etc;analysing the causes lastly in terms of the friction of New and old system, the influence of macro employment situation, the limitation of Their own conditions and imperfect ofrelated policy. The fourth part is to bring forward the basical framework and ideas to reform and improve the job assignment system in terms of establishing a centralized and unified management system, Pushing the formation of the professional road for officers,improving the laws and regulations, setting up a complete set of the placement, improving their own comprehensive quality of the job-transfer cadre in Army, hoping to provide some reference and inspiration for the reform in this field in the new period.
