The primary purpose of the education and management job is to improve combat capacity and accomplish the assignments, to which encouragement is an effective method. Establishing and perfecting the encouragement mechanism is an effective method to stress the ideological work and stimulate the enthusiasm and initiation of cadre, and an imperative way to provoke the latent energy.
