With the rapid development of globalization and army building transition, the army human resources has gradually become an important part of the national strategic management of human resources, demobilized officers employment ability is becoming more and more become the army in the human resources department focus on top priority. However, with the development of the market economy, the government institution reform unceasingly, personnel constantly streamlining, officers transferred to civilian work placement and structural contradiction growing social needs; At the same time, China’s huge population base, the employment problem itself has difficulty and complexity, and the impact of financial crisis on China’s employment, the whole employment situation is not optimistic, have emerged officers transferred to civilian work is difficult to adapt to the new work environment, the local unit that receives the think demobilized officers "bad", is "chicken ribs" problem in human resources, human resources market supply and demand contradiction in China chaos in a typical situation. I am13years serving in the army, under the influence of national policy changes constantly, the consideration of career planning increasingly deepening, also more urgent demand for employment ability to ascend, then formed in this paper, the purpose of the research problem.In this paper, according to discover problems, analyze and solve problems about the logic thinking of writing, the first part, from the perspective of the current status of gathers the cadre employment ability, emphasis on the paper selected topic background, the research gathers the cadre employment problems of meaning and value, improve the capacity expounds the research methods and ideas. The second part focused on defining the relevant concepts, involving a systematic summary of related theories, and generalizes, creatively and gathers the cadre employment competence model in our country are put forward.
