On Promotion Of Policy Implementation Capacity Of Health Supervisors At Grass-roots Level

With the furtherance of China’s reform and opening-up, the economic construction makes great strides that basically solve the problem of food and clothing. Meanwhile, the masses gradually realize the importance and increase the demand of public health security for their sake, which in fact raises higher requirements to health supervision. As the executive of detailed implementation of various health supervision policies, Health Supervision Agencies at grass-roots level shoulder great responsibilities and play an irreplaceable role in the process of carrying out policies and stipulations and performing health supervision tasks. Adequate affirmation should be given to their efforts and achievements, while, at the same time it has to be pointed out that due to various reasons, health supervisors of Health Supervision Agency at grass-roots level generally have a low policy implementation capacity, which is far less than the ideal. Therefore, there are quite important theoretical and practical meanings to focus on policy implementation capacity of health supervisor at grass-roots level, analyzing problems here and supplying corresponding suggestions and solutions.This thesis follows the “raising question-analyzing question-solving question” logic, and sets to research health supervision(system) at grass-roots level from the perspective of policy implementation capacity. Main body and conclusion constitute this article and the former can be divided into four chapters. Chapter one introduces research background, research significance, literature review, synopsis, methodology, and possible innovations and insufficiencies of this thesis. The research theme will be defined and specifically analyzed, based on which, the three theoretical bases shall be comprehensively elaborated in chapter two. Beginning with discussing the main achievements of health supervision and law enforcement at grass-roots level, chapter three then argues that there are three manifestations of the insufficiency of policy implementation capacity of local health supervisors, namely the shortage of policy implementation willpower, policy implementation abilities and policy implementation effectiveness, of which the causes can be concluded into three aspects including insufficient initiatives, inadequate resources and imperfect management system. In order to solve these problems, in other words, improve policy implementation capacity, it is extremely necessary to take a series of systematical measures. Consequently chapter four uncovers that health supervision and law enforcement environment should be optimized, qualities and abilities of health supervisors improved, and health supervision mechanism and system promoted.
