Citizens’ participation in political affairs has been a significant research subject in the theory of public management. In real life, political participation is a basic political right of citizens and an important means of supervision and restriction for public power. It is also a major solution to achieving fair and reasonable allocation of social resources, an internal driver for socialist democratic politics and an important source of political legitimacy. Contents and ranges of research on political participation are constantly changing in different societies or at different periods of the same society. Nowadays, the function and meaning of the political participation has been widely recognized by the modern society. Its focus has been gradually transferred from the value discussion to the effectiveness and order of political participation, which is good for expanding the breadth and depth of political participation. However, with the rising of rates in citizens’ political participation,political indifference in political affairs also exists. In this thesis, attitudes and behaviors of citizens’ political participation were investigated by the author through a questionnaire. It can be concluded that citizens have indifferent attitudes and behaviors in political participation at different degrees, mainly manifested in the passive participation, formalized participation, utilitarian participation and weak efficiencies in political participation. Based on the theory and current situation of political participation indifference, this thesis analyzes the deep reasons for this phenomenon through the survey data and puts forward some feasible countermeasures to solve the problem.This thesis is composed of three parts, including an introduction, the main body,and a conclusion, divided into six chapters. The first chapter is introduction, which briefly introduces the related research results at home and abroad. The main body is from the second to the fifth chapters. The second chapter summarizes the theory of political participation indifference, and the third chapter gives an overview of the present situation of citizen’s political participation in China. The fourth chapter explores the reasons for citizens’ political participation indifference from the aspectsof the government, social environment and the public. The fifth chapter is based on the analysis of the fourth chapter and expounds the feasible countermeasures for dispelling the above phenomenon. The sixth chapter is conclusion, which summarizes the main contents of the thesis and generalizes the main views about political participation indifference.
