On The Effect On Achieving The Goal Of Villagers' Autonomy From The Villager Political Participation Indifference

The mean idea of this article is from the perspective of the theory of democratic participation to sort through Chinese and foreign scholars about political participation, the villager autonomy, villagers' political participation types and the indifference of political participation. Compared and analyzed from villagers participate in politics and villagers' autonomy level and social stability, we find the relationship between the political participation of villagers'indifference has threatened the stability of rural social. It generated extremely disadvantageous effects to achieve the goal of villager autonomy. And from the viewpoint of participation theory, we explored the way to raising villagers' political participation and political participation enthusiasm. Thus we can let most villagers participate actively in the villager autonomy, make the goal:"self management, self education, self service" to come true, and promote the development of basic democracy.The main performance of villager political participation indifference is that villagers do not cooperate, participate, comment, advocate and against during they manage the village and decision-making process. The essence of indifferent is villagers disappoint and feel helpless about their village-level political affairs. Through the case of Beishe village of Shanxi, the author investigated the reason why villagers are indifference to political participation and the influence on political participation indifference to realizing the goal of villager autonomy. Through the issuance of questionnaires, in-depth interview with villagers and collect a large of information, we has realized the basic situation of villager autonomy and the negative performance during the villagers involved in villager autonomy.The survey found the political participation apathy of Beishe village mainly displays in:to aimless for their voting, lack of enthusiasm and rational thinking, lack of participation in the village-level affairs management initiative, lack of village cadres authority supervision, and lack of consciousness about safeguard their rights. Villagers' political participation apathy is mainly due to a lack of village economic entity lead to political participation of insufficient internal driving force, the traditional cultural thoughts imprison villagers' participation enthusiasm, political participation system is not Sound, system design is not perfect, participation mechanism for villagers does not to create better participation opportunity, etc. According to the view of participation theory, in the system guarantee mechanism which lack of participation, villagers were broad and effective political participation, their political self-efficacy cannot rise their participation skills, can't form a social responsibility political attitude, it is difficult to have a chance of chancing their social roles from old-time kowtowing to the new period rural political management subject in the design of the system, which affect the villager autonomy goal realization.In view of the above question, this paper argues that the villager autonomy to achieve the goals of the realization of should firstly villagers effective participation of villagers' political and enable villagers really become the subject of villager autonomy. Specific improvement from the following aspects:improving the villager autonomy system, straighten out the internal structure of rural political system; improving the effectiveness of villagers in political participation; to intensify training villagers'political participation ability, etc.
