As a typical multi-ethnic frontier region, Xinjiang plays an important role in our country’s political and security landscape construction. Under the background of building a new socialist countryside, occupying the largest ethnic population in Xinjiang- Uighur-populated rural areas has also ushered in a new phase of rural social reform. Based on specific regional situation, Uighur inhabited village cadres are bound to accept more complex tasks, undergo a more severe test. In this context, the analysis of the current Uighur inhabited village cadres ability to perform their duties and discussion on how to further improve their competence, stimulate the vitality of them has become an important theoretical issue and practice of engineering.This study reviews domestic literature relevant to the village cadres, foreign theoretical results in terms of competency and then defines village cadre’s competence. On basis of policy documents and laws and regulations, combined with Uighur inhabited village specific environmental requirements, we set some competence for the village cadres of three dimensions including ideological and political literacy, knowledge structure, ability and quality.In practice, with questionnaires and interviews, we investigated the village cadres, village, and township officials. Statistical data shows that to lead the development of the village economy is ranked first in the hearts of the villagers, while to maintain social stability village is considered the most important work in the hearts of the village cadres.Obviously economic development and social stability is needed to solve for the current Uighur village. Evaluation based on three main village cadre’s competency score feedback, the current Uighur inhabited village cadres have strong political beliefs, but competency in accordance with the law, impartiality, and the initiative to serve the people is still inadequate. And culture the extent a serious lack of knowledge, Chinese capacity is weak, ability to communicate scientific knowledge, the party’s policy of preaching ability, the ability to get rich, emergency incident handling capability is still very scarce job performance, in addition, lack of innovation and flexibility should be improved a lot.According to the findings, we summarize current negative factors such as inadequate financial support, a single way of selection, lack of evaluation system, blank incentives for village cadres, and so on, trying to explore effective ways to make the plight faced by the village cadres. These measures include improving external environment of village cadres, increasing financial support to continue to crack down on separatist activities; focus on improving self-training of village cadres; strengthen training and education of the village cadres, to promote their knowledge structure optimized to improve their Chinese level; establish a sound management mechanism of village cadres.
