The 20 th National Congress of the Communist Party of China proposed to promote rural revitalisation in an all-round way,constantly promote the priority development of agriculture and rural areas,consolidate and expand the achievements of poverty alleviation,accelerate the construction of a strong agricultural country,and solidly promote the revitalisation of rural talents.As a bridge between the Party and the government to connect farmers,village cadres are the key point in the whole rural revitalisation strategy.The political quality,work style,educational level and management ability of village cadres play an extremely important role in promoting the implementation of the rural revitalisation strategy.Luzhou City has issued a series of policies and measures such as the Implementation Opinions of the Luzhou Municipal People’s Government on Accelerating the Development of Agriculture and the Luzhou Modern Agricultural Development Plan(2014-2025).The lack of human resources in rural areas,the low educational level of village cadres,the low number of health workers,the weak ranks of new-type professional farmers,the shortage of agricultural professionals and technical personnel,the poor knowledge structure of personnel,and the uneven regional distribution of personnel are all the more important problems hindering the development of rural areas of Luzhou city.This paper combines literature research method,survey research method and expert interview method with theoretical exploration and empirical analysis.Questionnaires were conducted by 1,014 village households 20 village cadre and management professionals.Based on literature research,combined with interviews,according to the characteristics of 39 competency elements,37 village cadres in Dongyunba Village were comprehensively evaluated and analyzed.Combined with the current economic and social development situation of Luzhou City,this paper analyzes the problem and reasons of the competence of cadres in Dongyunba Village,and puts forward corresponding countermeasures.There are three innovations studied in this paper.First,the data are complete and detailed.The data used in this article are all from the actual data of the village survey statistics of Luzhou City in 2021.Second,the questionnaire has a wide coverage,which not only focuses on the cadres of Dongyunba Village,but also takes10 village groups as units to fully cover the villagers in Dongyunba Village in Jiangyang District.Third,the solution to the problem is highly operable.According to the actual economic and organizational situation of Luzhou City,this paper puts forward a strong operational countermeasures to improve the competence of cadres in Dongyunba Village,which is of great significance for improving the competence of other villages(communities)in the city.
