At present, the social endowment service has become a major trend. Community endowment service is an important form of social service. The research is to explore the community endowment service mode as example of Shanghai. This research can enrich the related research results of the social endowment. At the same time, this research can provide theoretical reference for public management so as to promote the community endowment service work.This research makes surveys on the community pension services in Shanghai by interview investigation. This research finds that community endowment in Shanghai area has made some achievements for the elderly. However, the region still exists some shortcomings. The consciousness of public participation in community endowment is not strong and lack of community endowment law to perfect the mechanism. In addition, the community endowment service quality is low and lack of oversight.At the same time, this research also takes analysis of the socialization experience in the United States, Japan and Sweden. On the basis of present situation and the experience of developed countries, this research puts forward the measures to build community endowment service system in Shanghai. First, the promotion of community endowment socialization is enhanced. Second, legal system of community endowment is perfected Third, the quality of community endowment is improved. Fourth, the community endowment service supervision is strengthened. Fifth, the construction of community work personnel professional ability is carried out.
