With the acceleration of the aging process in our country, the number of the elderly is swollen and the demand of the aged grows rapidly. As a megacity, Beijing's pension problems are highlighted. The pension model in Beijing presents the characteristics of diversity and complexity, which is not only the traditional home-based care model, but also the model of institutional pension. In the institutional pension model, there are modern pension agencies with high fees, good environment, international standards, and general pension agencies with low fees, general conditions.The starting point of this paper is how to find the fit point of the traditional home-based care model and the institutional pension model.This paper selects two types of new community pension institutions——public-private pension model of J community and government subsidies pension model of L community as the research object. Through the questionnaire and field visits, in-depth understanding on the basis of the overview of J community and L community, investigates the basic situation, economic situation, the willingness to stay and the requirements for the pension institutions of the elderly irn the community, and then analysis of the elderly on the needs of community pension agencies. The development status of J community and L community pension institutions are analyzed from aspects of operation, operation effect, operation evaluation and existing problems. The four advantages of establishing a pension institution in urban community with small scale, geography,emotion and policy support are summarized, which proves the feasibility of establishment and popularization of the urban community pension institution. Finally, on the basis of combining the operation of the two community pension institutions, put forward recommendations to promote the development of urban community pension agencies.
