According to the united arrangement, the Gansu Province has achieved great success in the field of deepening reform of administrative system with reforming the administrative examination and approval system, transforming government function and delegating powers to lower levels. However, it is due to the administrative idea backwardness and the lag of change of government function for a long time, the unsound administrative procedural law, the effect of departmental interests and the diseased legal system that there exist so many questions such as low efficiency and decentralization and the incomplete regulation in the reform of administrative examination and approval system. It still exists a certain gap in the reform of the administrative examination and approval system between the Gansu Province and the party central committee and some developed provinces. Based on this, it has profound significance for developing economy, improving the level of public services and convenie nt for people in Gansu with studying the present situation and further perfecting the Gansu Province reform of the administrative examination and approval system.This paper starts from the theoretical basis of administrative examination and approval system, mainly analyze the reform practice, questions and the reasons about the reform of the administrative examination and approval system in Gansu. It presents a dynamic process which Gansu try to explore in the reform of the administrative examination and approval system constantly and improve the system of administrative exa mination and approval gradually by summarizing the environment of each historical period and the characteristics of administrative examination and approval.The fourth chapter, on the basis of the above methods and theories, it demonstrates and analyzes the current situation, the obtained success, the existing problems, and the results of the root of the problems of the administrative examination and approval in Gansu Province through collecting a large number of literature data and some data.The fifth chapter, aiming at the problems proposed above in Gansu Province administrative examination and approval, mainly according to the relevant laws and regulations and the policy and documents of administrative examination and approval system reform published by the state council and the central party committee in Gansu Province and the provincial party committee, it has put forward the specific path with the practical situation of Gansu Province in order to implement the overall deployment of the state council and the central committee actively, improve the system of administrative examination and approval. Concretely speaking,the paths include: to speed up the transformation of government function and further promote the reform of administrative examination and approval work; to strengthen the construction of social organizations of standardization, clear responsibilities, strengthen supervision; to regulate the behavior of administrative examination and approval, promote the way of examination and approval and ma nagement system innovation; to further advance decentralization, clarify the government and the market boundary; to robust administrative examination and approval mechanism, perfect the system of administrative examination and approval, etc.
