Study On Administrative Examination And Approval System Reforms Of Gansu Province

Administrative examination and approval is an important administrative act and means for the government to intervene in the economy and to actualize the control of social management.The market mechanism is playing an important role in the establishment and improvement of the socialist market economy system. Unable to adapt to the changing environment of economic and social development, the original administrative examination and approval system has been greatly impacted and influenced. Since the Eighteenth National Congress of the Communist Party of China, based on the reform of the recent years, the State Council push on administrative examination and approval system reform intensively, continuing to explore new mechanisms for approval, and to strengthen the supervision in advance, in process and afterwards of the administrative examination and approval, in order to stimulate the vitality of regional economic and social development.Accordingly, the government departments of Gansu provincial have begun to implement a new round of reform of the administrative examination and approval system, with greatly canceling the administrative examination and approval matters, improving administrative efficiency and the service system, continuing to promote the transformation of government functions. In result, the examination and approval matters have been reduced significantly, the vitality of the market has been stimulated continuously, and the reform has made staggered achievement. But there still exists many problems, for instance, the transformation of government functions has lagged behind, the pursuit of reducing quantity is unbalanced, the supervision of the reform is out of touch, the responsibilities are unclear, the administrative examination and approval procedures are unscientific.Therefore, this paper tries to build a relatively perfect framework to carry out comprehensive research from the following aspects, based on the theory of government regulation theory and service-oriented government theory, both in account of the theory and practice.Firstly, this paper introduces the background and the significance of the research, and presents both domestic and international research situation. At the same time, this paper explains the ideas and methods, and is divided into five parts for discussion. The first part of the paper defines the meaning, the characteristics, the classification and function of administrative examination and approval system, then briefly introduces the relevant knowledge of the theory of government regulation and service oriented government theory, in order to provide the theoreticalsupport for the research of this paper. In the second part, the reform of administrative examination and approval system in Gansu province is carried out from three aspects, including the target, the principle and the main tasks. The third part reviews the development stage of the administrative examination and approval system reform in Gansu Province, and summarizes the achievements of the previous reform. The fourth part pointed out the problems existing in the process of Gansu Province administrative examination and approval system reform, such as the lack of the impetus for reform, too much administrative examination and approval matters, ineffective supervision control, simplified reform tasks, lacking of effective supporting system etc. At the same time, this paper analyses the problems in the reform, such as the bound of old ideas, the poor transformation of government functions, the residence of the government sector interests, nonstandard industry associations and intermediary organizations management, lacking of overall consideration and so on. In the fifth part, the paper points out seven aspects to deepen the countermeasure and suggestion of the reform of the system of administrative examination and approval of Gansu Province, such as to accelerate the transformation of government functions, to reduce administrative examination and approval matters, to construct the legal system in the process of the reform, to strengthen the supervision mechanisms of the administrative examination and approval, to standardize the industry organizations and intermediary institutions, to strength the authority teams and staff.
