Entering the new century, China’s economy has been developing rapidly, the social environment has undergone great changes, which give our government has brought great challenges. In order to get better play to the functions of government and public affairs are effectively managed, how to play to the performance of civil servants becomes extremely urgent. In this paper, I will consider motivation system for the civil service of Q-xian Local Tax Bureau as the study purpose, the research found the following problems through its civil servants: Office inefficiency, lack of accountability, slacking so seriously affected the normal work of the Bureau to carry out. These problems incentives and Q-xian Local Tax Bureau of inadequate have a great relationship, so the research article on motivation system for Q-xian Local Tax Bureau has practical significance to the development of grass-roots local tax departments of incentives can promote.By studying incentives, civil servants incentive mechanism, the Western incentive theory and the status quo of China’s civil service incentives, combined with the incentives problems of Q-xian Local Tax Bureau, analyze the reasons for the problems, and to explore how to improve the grass-roots local tax departments and improve incentives presented a perfect job promotion system, involved in the management system, the remuneration system, training system, evaluation system and reward system and other measures to provide a reference for Motivation Systemour of our grass-roots local tax departments to improve and perfect.
