In recent years, along with the various countries’government to the government achievements attention, how enhanced the government achievements to become produces the research the important topic. Not difficult to discover that, along with public right exertion, official’s achievements its essence is the government achievements external performance, follows our country harmonious society to construct the advancement to speed up unceasingly, studies the official to drive the mechanism thoroughly, not only has the important theory significance to the government achievements enhancement, simultaneously also has the significant realistic value. In view of this, for example, local tax departments of civil servants in Baotou City in the Summary of the existing domestic and international incentive on the basis of theoretical research, combined with the actual situation of the land tax system in Baotou City, and raised its current incentive system defects, and made correspondingsolutions to learn and help provide for the construction and improvement of the local tax system of civil servants in Baotou City incentives.Previous studies show that motivation became an important tool in improving government performance. In this article, author takes local tax bureau in Baotou as a example to analyze defects of the current motivation theory and try to find feasible solutions. Seven factors are mentioned in order to improve the motivation system in Baotou tax bureau. They are culture, promotion, employee involvement, payment, training, evaluation, rewards and penalties.
