Legal Protection Of Heilongjiang Province’s Land Resources

Land resources are basic materials necessary for modern large-scale agricultural production, China sustained, healthy development, can not do without the support of the land resources, Heilongjiang Land Reclamation area as one since the founding of the country’s food security, hundreds of millions of people to provide protection special areas, whether its land resources development and utilization reasonable science relates to national security. Is also an extremely important part of building a harmonious society? Therefore, the protection of the Heilongjiang Reclamation land resources important and urgent.The Heilongjiang Reclamation land resources, legal protection and experiencing different development and changes in the different context of the times, until today, still rely on the relevant laws and regulations promulgated by the state, such as the Land Administration Law of the People’s Republic of China " and the " Land Administration Law of the People’s Republic of China implementation Ordinance to manage both mufti departure from the country in general to protect land resources. However, due to the lag of the law, there are some loopholes, especially the special circumstances of Reclamation not fully covered. The system set up so that the law can not be accurate in practice for the actual land resources are not subject to effective protection.In this paper, literature research, analysis of the status of the legal protection of Heilongjiang Reclamation land resources; and use the case study method and the comparative study, study advanced protection experience of developed countries, advanced protection experience some provinces and cities in China and abroad.The text is divided into three parts, introduction, body, conclusion which the text is divided into five parts.The first part is the analysis of the legislative present situation of the system of legal protection in Heilongjiang Reclamation of land resources.The second part through the development process of the legal system of China’s arable land protection legislation and Indications system research, obtained the basic content of the current system, which found that Reclamation land resources to protect the existing problems in the existing system, and analysis.The third part introduce land resources protected by the laws of the foreign experience for reference to the foreign advanced experience of the legal protection of land resources for the British foreign Japan Russia, South Korea and France.The fourth part of the main findings and to proposed the Heilongjiang Reclamation land resources legal protection situation and existing problems.The fifth section presents the perfect Reclamation land legal protection system of countermeasures. The analysis by the earlier problems and advanced experience, combined with the actual situation of the reclamation area proposed to improve protection of the Heilongjiang Reclamation land resources legal countermeasures.
