NPC representatives who in country and township are elected directly by thevoters in our country, in direct suffrage we should divided the election districts andtake the districts as a unit to elect the NPC representatives. The equality and justice inelectoral district influenced the right to vote. Since the Chinese Soviet period, legaldocuments about the election is linked to the districts more or less. Especially the firstelectoral law in1953has made the ways, size and the number of delegates inelectoral district in detail, this law settled electoral system in our country and formedthe original system of districting. With repeated revision and correction, the system ofelectoral law is also changing. Our country selection system has the problem about thedifferent rights in urban and rural in history, so the value of constituencies ticket incity and country has the large gap. The principle about the” same population ratiobetween urban and rural areas vote the NPC representatives” established until amendthe electoral law in2010, it’s a great progress of electoral system in our country.However, with the development of political practices, our system of redistricting incurrent differ from the requirements of political democracy, it’s difficult to respondthe people’s reasonable aspirations. The exists of the phenomenon about the Franchiseunequally, the number of party and government cadres represents nimiety and electionmanipulation influence the democratic rights. Reflect the problem in the view ofelectoral distinction,the theory of the division has the problems of inequality andunfair; the regime of the division has the direct organization too administrative,election information is not public cause voters don’t know relevant information,delegates distribution inequality and so on. This problems influenced the votersmistrust of election, affected the enthusiasm of voters to take part in election, blockthe development of grassroots democracy. This paper includes four parts:The first part is the basic theory of redistricting. The theory of western districtdivision mainly included in the representative theory. The theory of People’ssovereignty is the source of ideas for modern representative theory, the westernrepresentative core is the freedom and equality of the election. The election theory ofMars, Engels is the source of the election theory, Marx thinks that the election is notonly the way to achieve democracy,but also a tool of class struggle, it emphasized theelected according to the unit. The theory in the west and Marx are both emphasize theequality of the election. Specific to redistricting standards, the sprit is emphasizedboundaries to equality, justice,safeguard the equal rights of election voters.The second part is district division system in our country, including the legal textchanges of the electoral system in our country and the ways of the practice. Throughthe introduction of actual operation of redistricting election practice, let us know theformation process of current redistricting system; thorough the introduction of theactual operation of redistricting election practice, try to find the differences of thedistrict division theory and the electoral law text.The third part is the shortage of our current redistricting. It includes: themembers of the election committee is too administrative; redistricting informationpublic degree is low; the exists of the electoral district restricted the rights of thevoters and so on.The fourth part is the imagine to improve the system of redistricting. It mainlyincludes: the democratization of the election committee members; let the selectioninformation in public to guarantee the voters’ rights; delegates equal dividing districtsand distribution can optimize the structure of representative proportion ofrequirements; use the small selection system and so on.
