Democracy is the current world trend of political development. Therealization of democracy not only depends on certain social economic andcultural conditions, but also is inseparable from the system, among whichthe electoral system is one of the very important links. At the same time,Elections are the core of democratic politics. Therefore, the system ofthe election is always the core subject of political science which needsto be studied.Japan’s democratization degree is the highest and the fastestprocess in the East Asian countries. Among them, the democratic ideas aredriving Japanese election system reform. Similarly, Japan’s electionsystem and its reform of the democratization of the Japan also play a greatrole to promote. From1889, the Japanese first gained the right to voteto1994, in which Japan went implementation of the new electoral system.It has been revised14times, each time changes are accompanied by changesin the electoral system. Japan’s electoral system roughly experienced‘Large-size District—Medium-size District—small-size District’of evolution. In this process of change, Japanese society, the politicalenvironment political system, democratic environment, political partysystem, democratic environment as the electoral system changed with great change, the design of electoral system plays a very important role.This paper attempts to study each period of Japan’s constituencysystem, the connotation, the characteristics and the influence of theelectoral system of Japan, which changes in the process of democratizationin overall effect. Through the system design research, we will focus onthe election system design research, and draws it on the party system,the responsibility of the government, political justice andDemocratization Strategy Influence and significance. Through the aboveresearch, for Japan’s future electoral system design, the process ofdemocratization and the other after modern democratic and providereference.In the research of the contents, this paper will be divided into threeparts. The first part analyses the election and the election system ofthe connotation. This paper takes the narrow concept of electoral system,electoral system, and electoral district magnitude of voting and ballotmeasure, which lays the theoretical foundation for the full text. Thesecond part analyses Japanese constituency system establishment process,constituency system connotation, characteristics and the constituencysystem on Japan’s political influence. In the third part of the processof democracy and Japanese modern analysis, it is concluded that theelectoral system and Japan the democratization of Japan relationship.Through the Japan electoral system, the electoral system design topolitical party system, the government responsibility, politicalfairness and the influence on the strategy of democratization andsignificance.In the research method of the history of science, adhere to the basicanalysis method, the dialectical, through the analysis of literature,comparative research method, at the same time, history, politics,sociology for reference and interdisciplinary analysis method, comprehensive, integrated discusses Japan electoral system reformprocess. Using system socialist, rational choice theory, this paperanalyses the democratization process and the important influence ofsystem design on Japan.
