Research On Expression Of Public Opinion In The Construction Process Of Service-oriented Government

With the advance of the construction of service-orientedgovernment in China, there is a certain extent of development inpublic opirsion expression, such as the subject of public opinionexpression constantly expanding, the channel of public opinionexpression constantly innovating and the field of public opinionexpression constantly expanding. However, with the continuousdevelopment of society and the increase of different social groups,the problems of public opinion expression gradually appear. Forexample, citizen’s expression consciousness is still weak, thechannels of public opinion expression don’t work well, the expressionability of citizen is unbalanced, insufficient information leads todistortion of public opinion, public opinion expression lacks legalprotection and response of government and so on. Therefore, we stillneed to improve the expression of public opinion further.This paper first expounds on the background, concept andfeatures of the service-oriented government as welB as the basicconnotation and the related theory of the public opinion expression,in order to grasp the internal relations between service-orientedgovernment and public opinion expression. By analysing the value of the public opinion expression on the service-oriented government, itreveals the importance of the public opinion expression for buildingthe service-oriented government. What’s more, the paper points outthe existing problems and reasons of public opinion expressioncombining with China’s basic national conditions and the presentsituation of public opinion expression under the construction ofservice-oriented government. Finally, there are four suggestions thatthe government should strengthen the legal platform of the publicopinion expression, improve the people’s abilty of the public opinionexpression, provide the guarantee of public opinion expression’schannel and enhance the guide of public opinion expression. Thus, itmakes people to express opinions and demands well and strengthensthe interaction between the people and the government, so as topromote the construction of service-oriented government.
