Research On The Construction Of Service-oriented Government In China Under The Background Of Online Public Opinion

The development of network has exerted a significant and profound influence onpeople’s real life. Human beings have been increasingly relying on network in variousrespects such as politics, economics, culture and society etc. since their entry intonetwork society; online public opinion emerges at the right moment accordingly. As aspecial form of public opinion under Internet carrier, online public opinion which canquickly and intuitively reflect people’s knowledge, emotion and attitude towards reallife is the concentrated reflection of social conditions and public opinions. Therefore,the government must attach importance to and give positive response to the publicopinions reflected via online public opinion. China is undergoing social transformation;under such background, it is of great urgency to construct a service-orientedgovernment with transparency, limitation, performance, responsibility and legal systemas the core. Therefore, it needs to correctly learn online public opinion, guide it todevelop soundly and positively and give play to the bridge role of online public opinion,so as to realize the benign interaction between online public opinion andservice-oriented government. This is of important significance to drive China’sadministrative system reform, to accelerate the orientation and transformation ofgovernmental functions and to promote the scientificity and democracy of publicdecision-making.On the basis of referencing the theoretical achievements of experts from both homeand abroad as well as the disciplinary knowledge, this paper analyzes the relationshipbetween online public opinion and service-oriented government, for the purpose ofseeking specific approaches for constructing service-oriented government under thebackground of online public opinion. Firstly, it starts from the concepts andconnotations of online public opinion and service-oriented government to learn thehistory of construction of service-oriented government and to define the basicrequirements for construction of modern service-oriented government. Secondly, itanalyzes the positive functions and negative influences of online public opinion on theconstruction of service-oriented government, finds out and puts forward the problemsexisting in the construction of service-oriented government under the background ofonline public opinion. Finally, it proposes feasible suggestions for constructingservice-oriented government in China under the background of online public opinionagainst the aforesaid problems on the basis of referencing the advanced experience bothhome and abroad.
