The Theory Of Coordinated Development Of Beijing-tianjin-hebei Legislation Safeguard

The development of world economy is dependent on the regional integration force. The development of socialist market economy with Chinese characteristcs practice also proves that the economic achievement in our country today depends on the active region economy development. In recent years, the call for domestic regional cooperation is more and more high, however, in common development on the road there are different levels of the interests of the local protectionism and complex relationship, which bring various forms of conflict of laws. Parts of our country has been though a variety of ways to explore the possibility of regional cooperation, market economy only in a harmonious legal system environment can run smoothly, but the first condition of legislation is to build a good legal environment, so this article attempts to draw lessons from foreign legislative experience of cooperation, research and analysis a cooperative mechanism of regional legilation on the basis of the practice of existing regional legislation coordination in our country from the perspective of the legislation. The beijing-tianjin-hebei region has not issued specific regional planning scheme, although its formulation appeared earlier. The reason is that three parties can’t reach a consensus and also face all kinds of conflicts in interest. Since the coordinated development of beijing-tianjin-hebei has risen to national level now, it needs more coordination of legislation in the central level to promote effectively.In this paper, the text is divided into five parts, the first part is introduction, regional development planning in our country are introduced as well as the national strategy of beijing-tianjin-hebei region coordinated development and evolution process. The second part expounds the general theory about regional legistation, including legislation, legislative mechanism theory and the academic understanding of regional legislation. The third part demonstrates the legislative status quo of regional development in our country respectively from two aspects of local protectionism and communication and coordination mechanism, and makes a concrete analysis of the legal text with the sample of beijing-tianjin-hebei. The fourth part introduces the cooperation between central and local, local and local legislation of the other countries outside, learns from experience and explores the cooperation main point between China’s legislative body within the region. The fifth part carries on the bold attempt to construct the legislation of beijing-tianjin-hebei coordination mechanism, and discusses the main body, content and application mechanism of the cooperative legislation, hoping to find a solution to the coordinated development of beijing-tianjin-hebei region in the legal coordination under the existing legislation system.
