Research On China Biotechnology Industry’s Policy Implementation Deviation And Corrective Countermeasures

Biotechnology is developing at an insane speed since its start of research. It is planning an influential industrial revolution which changes human beings’ life and becoming the strategic project and core developing field of various countries.Development of biotechnology industry has critical effects on adjustments of China’s industry structure, transformations of economic growth pattern and decisions of improved technological competitiveness’ new country making. Policies are made to develop biotechnology industry since the born of “863” project; these policies vigorously contribute to the industrialization of biotechnology R&D and innovation. Although it shows a favorable trend on the development of biotechnology industry, China need to realize and find out problems of biotechnology industry’s policy implementation deviation.There must be an effective policy implementation to achieve any political project’s goal. To solve the issues from China’s biotechnology industry’s policy implementation deviation, a study of biotechnology industry policy implementation of five components is made.The first part, preface, introduces this study’s topic background, topic implication,summaries of biotechnology industry policy implementation research of various scholars and possible innovation of this study. The second part tells the definition of biotechnology industry and its current development phase of China.The third part indicates the display of China biotechnology industry’s policy implementation and gives detailed analysis of this implementation based on the Theory of Public Policy Implementation. The forth part generalized favorable policy implementation experiences of the United States. The fifth part proposes countermeasures to rectify China biotechnology industry’s policy implementation based on the levels of policy-making, policy implementation subject,policy goals and policy implementation mechanism; examples like constitution of rational political system, improvement of biotechnology industry’s policy matching systems,improvement the communication and coordination mechanism, and setting up of the accountability systems are in the proposal.
