| Since the reform and opening up,Chinese comprehensive national strength has been improving at the same time,the living standards of the urban and rural resident are significantly raising.Although people’s overall standard of living has improved,there are still some quality of life of farmers is still relatively poor.In order to help these poor farmers to live a happy life as soon as possible and improve their living conditions,the state has officially implemented the system of subsistence allowances in rural areas since 2007.This policy is shorted about the rural minimal social security policy.While this policy improves the living standards of poor farmers,it can also play a role in maintaining the harmony and stability of rural society.At the same time,this policy also helps to enhance farmers’ political identity.Through the interviews and questionnaires conducted with some villagers named J town living in Yibin City,we can discover a phenomenon.While this policy has achieved a series of beneficial results,it also produced some undesirable results.The reasons for these bad phenomena can be analyzed from both subjective and objective factors.The specific performance is the following four aspects: First,the town still has "humanity protection" and "relationship protection" in the implementation of this policy.Second,there are cases of inaccurate identification of the recipients of this policy.Third,in the process of selecting personnel who meet the policy requirements,the role of the masses has not been fully brought into play.Fourth,the function of the policy to "cover the bottom" has not been truly realized.These bad phenomena have made the goal of the policy not fully realized.At the same time,the policy performance of the rural minimal social security policy has not reached the ideal state.The reason for this shortcoming,including four aspects: First,this policy has not been paid attention to,and its own identification system is not perfect.Second,the personnel who perform this policy are not high,and the organizational strength is weak.Moreover,the information mastered between this policy is not perfect between this policy.Third,the farmer group does not understand enough,so that the effective participation of farmers in actively participating in the implementation of the policy is low.Fourth,the system related to this policy is imperfect,and the supervision and incentive mechanism and information feedback mechanism is also imperfect.Therefore,in order to solve the problems in the implementation of this policy,we need to work from multiple angles.For example,efforts should be made to improve the policy itself,the main body of policy implementation,farmer groups,and relating policies.While improving this policy,the comprehensive capabilities of the personnel implementing this policy must also be continuously improved.In addition,farmers should be encouraged to participate effectively in the implementation of this policy.At the same time,a good policy environment should be provided for this policy,so as to escort the correct implementation of this policy.No matter which policy it is,its ultimate goal is to benefit the people.Therefore,only by continuously correcting the distortion and deviation in the implementation process can this policy be able to play its own value in the correct direction.This article can be divided into five sections.Specifically,the purpose of writing the first chapter of the content is as follows.First of all,we should introduce the writing background of this article.Then,explain the significance of writing this article.Finally,introduce the current research results that have been achieved.The second chapter introduces the theory of this policy.The third chapter takes J Town as an example to analyze what problems have occurred during the implementation of this policy.The fourth chapter mainly starts from four angles to find the reasons for the problems in the implementation of this policy.The fifth chapter is based on the analysis of causes and puts forward four suggestions for some errors in the implementation of this policy.After all,we must make this policy better and better.Then,we must continuously improve the comprehensive capabilities of the staff who implements this policy.At the same time,we must help farmers choose the right way to safeguard their own interests.Finally,we must provide a better environment for this policy.As long as we can promptly correct the errors that occurred in the implementation of this policy,then the ultimate goal of this policy can be truly achieved.In this way,the quality of life of poor farmers can be truly improved. |
