A Research On The Optimization Countermeasures For Social Organizations’ Involvement In Administration Supervision On Structural Equation Modeling

After 60 years of tortuous development, China has initially established a socialist administration supervision system with Chinese characteristics, which covers the Communist Party of China, the people’s Congress, judicial authorities, the Chinese people’s political consultative conference, democratic parties, the masses, social organizations, news media and special supervision organs in governments. There are a large number of social organizations in different levels and a wide range of businesses,which should be an important subject of administration supervision. But because of various reasons, the level of social organizations to involve in administration supervision is still not high. Therefore, it is necessary to explore the countermeasures of optimizing social organizations’ participation in administration supervision, in order to fully arouse the social organization and strength the restriction and supervision system to power. It has important theoretical and practical significance for the research on the countermeasures of promoting social organizations to involve in administration supervision on structural equation modeling(SEM). It is conducive to widen the application range of SEM, enrich the research methods in the field of administration supervision. It is conductive to incent social organizations to involve in administration supervision, to perfect the restriction and supervision system to power. It is conductive to provide theoretical suggestions for the practice of promoting the social organizations to involve in administration supervision.Based on the main steps and characteristics of SEM analysis, this paper firstly uses the Delphi method to propose hypotheses about the factors of social organizations participating in administration supervision according to the existing research results. The conceptual model has been established. Then, according to the relevant research literature at home and abroad, this paper proposes measurement terms to variables to establish theoretical model on the Delphi method. Next,this paper uses the questionnaire data in model fitting and model assessment, and modifies the model according to relevant indices to test the research hypotheses. Finally, based on the model analysis and interviews results, this paper explores the optimal strategies of involvement inadministration supervision of social organization.Firstly, we should enhance social organizations’ ability to involve in administration supervision. To promote cooperation between organizations, increase the social organization’s credibility, incent the initiative of the social organization. Secondly, we should promote the level of the rule of law of administration supervision. To ensure implementation of laws, consolidate the basis of legal system, implement the spirit of the rule of law. Thirdly, we should promote honesty. To strengthen governments’ consciousness to be supervised actively, establish the list of government power, promote the government information transparency. Fourthly, we should guide the political participation of citizens. To regulate the behavior of citizens’ political participation,guarantee the implement of citizen political participation rights, raise the consciousness of citizen political participation. Finally, we should improve the relationship between governments and social organizations. To enhance mutual understanding and trust,perfect the coordination mechanism, update ideas about mutual relationship.
