For a long time, executives’ ethical autonomy was restricted because it was treated as the source of "evil", and ethical autonomy stripped as a part of autonomy as well. With the development of administrative ethics, ethical autonomy, as a kind of "good", separated from autonomy, became the practical measures of making up legal deficiencies and inadequate controls. Executives need to loyal to organization and serve the public; if the organization goal were deviated or harmed the public interests, executives should against unethical organizations or superiors with ethical autonomy to safeguard the public interests. But in the administrative practice, executives lacked of ethical autonomy seriously, and brought negative influences, such as abnormal administrative ethics, insufficient "self-discipline" function of power, weakening public governance function. Therefore, research for executives’ ethical autonomy and its implementation paths has important value and significance.Currently direct study for executives ethical autonomy is relatively less, lack of deepening its basic theory, not yet carding problems of its development course, deficiency performance and deficiency reason and so on, research for improving paths not yet formed a complete theoretical system and distinct framework of countermeasures. This paper’s research based on current research, using literature methodology, system analysis method and standard methodology, around the central proposition of "Research for Executives’ Ethical Autonomy and its Implementation Paths", along the idea of "interpretative theories- raise questions- analysis problems- solving problems ".Executives’ ethical autonomy took organizational goals and conflicts of the public interests as specific premise, responsible to the public as ultimate value; its intrinsic nature was the power and ability of moral judgment and moral choice. From the administrative discretion, it was the objective demand of the development of human nature, the inherent requirement of public administration, the logical premise of administrative responsibility and the countermeasures for administrative conflicts. From the dimensionality of the history of administration science, the integral ethical autonomy in the development of the four administrative paradigms was abandoned and suppressed, began to rise, separated and developing, comprehensively deepening; from the dimensionality of moral development stage, the levels of the development of individual’s ethical autonomy were deficient level, upgraded level, the highest level.Currently Chinese executives’ ethical autonomy is lacking in diversity, which performed in: loss of independent consciousness, completely depending on organizations; generalization of proxy convert, blindly obedience to authority; lack of independent ability, frequently trapped in selection dilemma; loss of moral principles, and generalization of "parrot" phenomenon. The reason for this is the fetters of traditional administrative culture, the block of bureaucratic organization structure, the imperfection of the related system mechanism, and the executives’ personnel quality. On this basis, the construction of implementation paths for executives’ ethical autonomy is by perfecting the system of ethics, changing the traditional administrative ideas, shaping organizational culture to strengthen the standardization and guidance of system and culture; establishing a "flat" and "deregulating" administrative organization, boosting ethical autonomy; establishing a sound of safeguard mechanism, such as ethical supervision, ethical accountability, relief and protection, moral reward and punishment, education and training and so on; oriented the role of ethics, strengthened selection capability, sublimated ethical behavior to improve executives’ personnel diathesis, internalized ethical autonomy.
