In the 1980 s, the family planning policy has become China’s basic national policy. Obviously, the policy implementation has achieved lots of positive effects. However, people are ignoring the fact that behind the implementation of the policy is full of risk. With fully implement family planning, China produced hundreds of millions of one-child families. These families bear the risk of fragmentation of the total population and the transfer of responsibility, but will face the risk of a major outbreak of fragmentation. Once the only child is accidently injured or killed on the condition, the whole family will be plunged into the abyss of despair. Not only does it make a tremendous loss both in economic and psychological to the families, but also the long term, will seriously affected their sustainable livelihoods. Unfortunately, as the percentage of one-child families across China has exploded in the past three decades as fertility restrictions spread from big cities to every corner of the country, today in China, there are about one million such “shidu” families, the term for parents that have lost their one-child, a number that grows by about 76,000 each year. The “shidu” groups have sacrificed for the entire society, and now they are suffering the bad consequences because of our national policy. In addition, in the future, they will face lots of risks, such as financial risk, mental risk, pension risk and so on. Therefore, the government should take due responsibility to protect them from second harm. This study on establishing the social assistant system for “shidu” groups, is not only to promote the continuous improvement of the social assistance system, but also for exploring the development path of China’s future aging society.This paper seeks a path selection of establishing the social assistant system for “shidu” groups, by analyzing both the survival status of the groups and the current situation of social assistance. Here are the main points of this paper. First, the “shidu” group, suffering economic, mental and daily life difficulties, and facing two major pension and health risks, is very vulnerable. Second, the current assistant that Chinese government provides for the group is full of holes. Third, therefore, we must establish a social system to protect them from second harm, as well as to protect the stability and harmony of the country. Forth, while establishing, we should follow some rules and focus on their needs. Last but not the least, there are some problems we should pay attention to.
