Since the 1980 s,China has implemented a family planning policy for more than 30 years in order to control the rapid population growth and increase the employment rate.This policy,while promoting rapid economic development,alleviating the pressure on social employment,and improving the level of national survival and development,has also largely changed China's family structure model.The family structure of our country is based on the one-child family as the basic model.When the only child dies unfortunately due to an unexpected situation,and the parents of the only child are no longer,unable to have children,or do not adopt a new child,the family of the only child will be lost.Single family.Nowadays,the number of families who have lost their independence has exceeded one million,and it is still growing.Since the "two-child" policy was proposed by the Fifth Plenary Session of the Eighteenth Central Committee of the Eighteenth Central Committee,although families are no longer bound by the one-child policy,many new-generation parents still choose to have only one child.Therefore,the number of families losing their independence will not decrease for a long time in the future.According to relevant statistics,it is found that the parents of most single-child families have reached middle age when they face loss of independence.Parents at this age,on the one hand,have reduced their economic benefits and labor output,and they have raised children in China.The anti-ageing concept makes them invest more money in their children and leave less to themselves when they are young;on the other hand,at least half of the lost parents who suffer from various diseases due to the increase in age are accompanied by various diseases.Some complications such as chronic diseases.Therefore,the economic,medical,old-age,and spiritual issues that face families living alone are in need of our attention and solutions.However,China's social assistance system is currently imperfect,and there are still problems such as lack of targeted support policies,single social assistance subjects,limited social assistance assistance capacity,and insufficient spiritual support,which cannot solve the problems faced by families who have lost their independence.The report of the Nineteenth National Congress clearly pointed out that it is necessary to effectively solve outstanding issues that are related to the interests of the people and to continuously safeguard and improve people's livelihood during development.Supporting and helping families who have lost their independence,and constantly improving the social assistance system are important manifestations of the government's efforts to develop people's livelihood and improve social security,as well as an important part of implementing a healthy China strategy.Therefore,in the context of the gradual aging population situation in China,it is also very urgent to solve the series of economic,old-age,spiritual and other problems of families who have lost their families by improving the social assistance policy system.This article takes Kunming's lost family as the research object,adopts literature analysis,questionnaire analysis,comprehensive analysis,based on the theory of welfare pluralism,Maslow's hierarchy of needs,and new public service theory.From the People's Government website,health and health The relevant departments such as the Commission surveyed and collected relevant information and materials for the family members who lost their independence as da ta references,and measured their actual conditions such as basic family conditions,economic capabilities,and self-care status.They further reduced the number of special support policies,disordered policy implementation,and professional levels of social assistance.This paper analyzes the problems of social assistance in Kunming's lost families in areas such as low income,insufficient financial input,and insufficient spiritual assistance.Based on this,the reasons for the problems of social assistance for the families with a loss of independence in Kunming are analyzed from the aspects of lagging policy formulation,lack of professionals,limited social assistance capacity,and inadequate social assistance mechanisms.Finally,combining Kunming 's current regulations on assisting families with no-learning families,in order to improve Kunming 's social assistance system,improve the professional level of social assistance,form a stable financial investment mechanism,and establish a “family and community” assistance network Provide advice and ideas on the problem of families who have lost their independence.
