On The Consultative Democracy In China’s Township Governance

In recent years, more and more government officials and scholars show their concerns to government governance, especially in the grass-roots government governance. With the transformation of government and the institutional reform of local governments, grass-roots government governance has made a lot of progress and at the same time it has broadened the space for the development of grass-roots democracy in China. However, with the deepening of reform and opening up policy, township governance is facing more difficulties and problems. Consultative democracy is an effective mechanism to promote citizen participation in government decision-making and formulation of policies, which provides a theoretical basis and methods to solve the difficulties and problems exist in the current township governance. Although the theory of consultative democracy rises and develops in the west, the Chinese government and the Western government are consistent with its function of solving the crisis of governmental governance. The current difficulties of township governance in our country largely dues to the deepening of the contradictions between different interest groups. Township people not only lack of valid path for interest demands but also the effective path to participate in government decision-making, which directly leads the citizens’ lose of equal position in political participation and it ultimately makes the conflicts not to be resolved effectively consultative democracy is emphasizing that the government should get the optimal solution or benefit maximization principle through consultation before public decision-making. This can effectively integrate different interests and needs of the citizens and makes government decision-making more reasonable.we believe that the implementation of governance in towns already have feasibility deliberative democracy, need to actively promote the further construction of deliberative democracy; the need in the township building dominated electoral democracy and deliberative democracy supplemented path; the construction of the village of Deliberative Democracy system, while strengthening the practice of democratic forms of consciousness upbringing,To do this, before the township government to explore and build townships governance Deliberative Democracy from the norms institutionalized levels.
