Domestic scholars have studied on the old-age care, and also expounded the concept of community and home-based aged caring in details. However, the construction of its system involves a wide range, on human resources building of this system, the scholars have seldom research and elaborate in connection with the local practice situation. The service team serves as the executors, which are essential to the community and home-based aged caring. It is important to build the service personnel human resources scientifically, reasonably, and systematically, which is the also the factor in services satisfaction improvement and promoting the industry development.Through the s on the concept of community and home-based aged caring and its human resources system construction, and on the basis of the research status and relevant theory of the industry in domestic and abroad, this article analyses the human resources construction condition of community and home-based aged caring of Hong Kong, and makes out a comparative study. This article also focuses on research and analysis the services of community and home-based aged caring in Yantian district, Shenzhen, combined with the public management, human resource management as well as the thoughts of the author, do the research in the problems in human resource construction of community and home-based aged caring in this area, and provides corresponding solutions. It proposed to solve the problems by strengthening human resource construction of community and home-based aged caring, improving the relevant system building, enhancing the coordination between different levels of the organization and integrating the allocation of resources, increasing the support fund, and broadening the social fund-raising channels. |
