The Research On The Development Of Community And Home-Based Care Service In Fei Cheng

In recent years,social transformation and economic development have brought about the problem of old-age care,which has become one of the most important livelihood issues to be concerned about and solved.Currently,main endowment patterns in China are family endowment pattern,institution endowment pattern,community and home-based care endowment patterns.The first two endowment patterns are facing serious challenges,and at the same time,the community and home-based care endowment pattern gradually draws the attention of society.Fei Cheng takes the reference for the experiences of domestic and foreign community and home-based care services to improve the community and home-based care endowment pattern.However,at present,the community and home-based care services are still in infancy of Fei Cheng,and their developments are relatively slow.Whether the local service supply can meet the needs of local elderly,how to implement the service,and how to form a better service system still needs to be solvedThis paper elaborates through the following aspects by literature analysis,questionnaire survey,comparative analysis,interview and descriptive statistics: Firstly,it introduce the research background of this paper,including domestic and foreign community and home-based care services related research results.The second part is the definition of community and home-based care services,and the support theory of demand level,social support and welfare diversification.On this basis,adopt the method of field visits to get the research data,analyzes the needs of community and home-based care services,including the degree of demand effected by the elderly individual factors,family factors,social factors,and which is the urgently-needed services about life care,medical care,psychological comfort.At the same time,the paper also analyzes the supply situation of community and home-based care services in the community of Fei Cheng city,including the government's incentive policy to support the development of community and home-based care services,the supply situation and supply quality of specific service projects,and explores possible or existing problems in the promotion of community and home-based care services in Fei Cheng city.Finally,taking these problems as the orientation,drawing on the successful experiences of the typical cases,and make some countermeasures and suggestions to help improving and developing community and home-based care services for urban communities in Fei Cheng.The following conclusions can be drawn from the above studies:(1)It can be seen from the analysis of the demand for community and home-based care services in urban communities in Fei Cheng that different personal and family factors affect the needs of theelderly,and different elderly people have different demands for the content of community and home-based care services.If the contents of community and home-based care services are divided into four categories of life care,medical care,psychological comfort and spiritual entertainment,the demand for diversified services in the four categories is also different.When perfecting the service system,the municipal government of Fei Cheng should provide the service according to the demand.(2)The analysis of the supply situation of community and home-based care services in urban communities in Fei Cheng indicates that the municipal government of Fei Cheng needs to pay attention to the continuity and pertinence of policies in the implementation of the planning of service institutions,service personnel and service facilities.The service content cannot meet all the needs of the elderly;In addition,the local elderly are not satisfied with the quality of services.Based on the analysis of the demand and supply of community and home-based care services in urban communities in Fei Cheng city,it is concluded that there are currently problems such as unsound laws and regulations,unbalanced supply and demand,low degree of specialization,imperfect infrastructure construction,lack of sustainability of funds,poor salary and treatment of service personnel,and imperfect supervision and evaluation mechanism.After analyzing and summarizing the typical domestic and foreign community and home-based care services,the countermeasures are found for the development and improvement of community and home-based care services in Fei Cheng:(1)Optimize the environmental mechanism of all parties involved,including Fei Cheng municipal government's active participation in the adjustment of relevant laws,the formulation of industrial standards and the expansion of financing channels.(2)To improve the quality of community and home-based care services,including establishing a quality evaluation mechanism,improving a diversified supervision system,integrating old-age care resources,enriching the service content and providing services on demand.(3)Speed up the building of service teams,including improving the quality of service personnel,establishing performance incentives and expanding the ranks of volunteers.
