Investigation And Analysis Of Present Situation And Problems Of Fukang City Community

Population ageing is the current problems which the world is facing, according to relevant statistics, China is one of the world’s fastest-aging countries. With the acceleration of the aging process, the elderly pension problem is not a simple family problems and personal problems, and has become a social problem that affects the progress and development of society. By the end of 2000, China has already entered the ranks of aging countries, among them, 60 years old and older have accounted for 10.1% of the total population. The traditional family pension mode has been challenged from all sides, family structure, mode of living, cultural attitudes, etc. The social pension, due to its high cost, and away from the family, it can not be accepted by the majority of the elderly. Under this background, elderly community care model is born, which not only close to home and family care, enable elderly people to live in a familiar environment, but also integrate social resources to provide a variety of services for the elderly, and it is accepted by most of the families, especially the elderly.This paper first analyses the current situation of community endowment development at home and abroad, focuses on the analysis of the Japanese mode of community endowment and British community care mode, as well as the current community pension development in China. Through analysis and comparison, this paper argues that the United Kingdom and Japan, as the country which first entered the aging society, their experiences and countermeasures have a very important reference. In order to let the current model of community care to make a breakthrough, we must pay attention to the following aspects of the work: First, we must pay attention to the participation of non-governmental organizations, advocates to use the elderly themselves and family ability; Second is to build a perfect home care service system, and to form specialized pension services; The third is to regulate social welfare legal system, promote the standardization and legalization of social welfare.Through the questionnaire survey and field visits, the paper conducted situation of Fukang County community endowment, and analyzed the results of investigation, draw the following conclusions: Situation of Fukang City community endowment draw One, home endowment service items is relatively insufficient; Two, people of high age and illness that can not go out can not enjoy the home-based care services; Three, people work for the service for the old are not enough, and get low salary; Four, the endowment related rules and preferential policies, rewarding and compensation measures are not perfect; Five, the relevant standard of increasing government investment and government support should also be introduced at a higher level; Six, the community endowment responsibility implementation mechanism is not perfect; Seven, the occupation training system of community care service personnel is not perfect.The main reasons for the above-mentioned situation are: One, the government puts on too much responsibility but does not fully mobilize other organizations of the whole society to participate in the work of community endowment; Two, Community endowment service agencies and facilities are not perfect, and Community endowment service specialization level is low; Three, Community endowment legal system is not perfect, The management system is backward, market mechanism is introduced Insufficiently; Four, the Fukang County community endowment model starts late, the development time is short, the independent community consciousness and community residents are lack of mutual awareness.In view of the above situation and causes, this provide the proposals to improve the level of Fukang County community endowment service: One, let community play the main role; Two, improve the community endowment service function; Three, raise money through various channels; Four, establish a high quality service team for the old; Five, Introducing market mechanism, social forces.Through the case analysis of community endowment in Fukang County, this paper argues that in the city pension system, the government, market, community, family and non-governmental organizations collaborate, and share the responsibility of the pension system, form the benign situation of interaction and competition by the grassroots government and residents’ committees, property management companies, mutual aid organizations, all kinds of charity, volunteer organizations, for-profit companies, community residents, such as various power, only in this way, can a healthy and sustainably developed community endowment pattern be formed.
