Problems And Countermeasures In The Current Development Of China’s Non-governmental Organizations

Since the 1980 s, with the establishment of the socialist market economic system and the deepening of the reform of governm ent management system that is governm ent function change as the main content, non-governmental organizations obtain rapid development in our country, and a steady rise in the number of non-governmental organizations. Its in promoting China’s economic development and political democracy plays an i mportant role, at the sam e time it in improving China’s cultural consciousness, to prom ote social developm ent, strengthen the ecological construction pl ays a key role. 18 th CPC National C ongress reiterated that the innovation of social management as the important direction of future reform emphasized the role of non-governmental organi zations in social management. But compared with western countries, the development of non-governmental organizations in China there is a huge gap. Reveal the non-governmental organizations are faced with the problem in real life; constantly improve the internal and external environment of non-governmental organizations, to make its social function into full play.This paper expounds the concept of non-govern mental organizations, the classification, the theoretical basis and the developm ent of non-governmental organizations in China and development role. Using the method of literature research, interdisciplinary research and sum up, the existing problem s in the development of non-governm ental organizations in our country and perfect the counterm easure has carried on the comparatively detailed discussion and analysis. Ngo development in our country has three aspects of problems, including values, the institutional environm ent and own construction. Values are mainly the governm ent’s control, the public doubt and non-governmental organizations rely on concepts. The problems of Legal system, management mechanism and supervision system also makes the development of non-governmental organizations lack of institutional guarantee. And as the internal cause which is the fundam ental force to prom ote the developm ent of things, Non-governmental organization itself has drawbacks in term s of performance management, fundraising management, information disclosure. Based on the above research, this paper seeks countermeasures to promote the development of nongovernmental organizations from three aspects that is changing ideas, perfec ting the system construction, strengthen the organization construction.
