Problems And Countermeasures Of Chinese Non-governmental Organizations To Participate In Urban Community Public Services

Along with the reform and development of China political field, economicfield and social field, Chinese non-governmental organizations gradually grow and develop, and play an important role in many fields. Under the influence of governance theory, Chinese social management is developing in direction of governance diversification, non-governmental organizations as the "third sector" whichis different from the government, for-profit organizations, become an importantrole in social governance. In the field of urban community public service, non-governmental organizations (NGOs) play an important role with its unique advantages.This article by two levels of theory and reality indicates the necessity thatnon-governmental organizations participate in urban community public service:Theoretical aspects, explained the theoretical basis of non-governmental organizationsto participate in the urban community public service mainly from three levels thatgovernance theory, market failure and government failure theory and the harmonioussocial theory;Realistic value, explained the practical significance of non-governmentalorganizations to participate in the urban community public service mainly from fourdimensions that the community, social, government and non-governmentalorganizations.
