Study On Cooperation Paradox Of Public And Private And Countermeasures

Recently,the Public Private partnerships, as an effective supply model of public goods and services, As the prior model of governance theory,and as a compromise model to correct the market and government failure,have been acclaimed by the social and the academic. One important reason lies in its great advantages of: reducing the government’s financial burden, improving the efficiency of the supply of public goods and services,maintain social fairness and promoting reformation of public sector.The definition of public-private partnerships can be divided into broad sense and narrow sense in two aspects, Public private partnership in broad sense refers to the participate of public organization and the non-public organization in community governance.Public private partnership in narrow sense refers to,according with the legal procedures,the government or government institutions established a long-term contract with private organizations, to achieve the goals of public projects and provide public goods and service for society. In this process, the parties shared the resources and divided the responsibilities.Through the introduction the case of Lanzhou "4.11" Water Pollution, this paper,by the basic differences in the fundamental interests of the demands of the the public sector and the private sector, accordance with the analysis method of Marx’s theory of contradictions, based on the basic contradiction exists in the public-private cooperation target, discusses the reasons of public-private cooperation problem. The same point based on both sides of the main body in the pursuit of profit and efficiency,the author express the public-private partnership to exist and play an effective role in the basic conditions. At the same time, through the analysis of the concept and connotation of public-private partnership of paradox, the author express the core operation mechanism behind the public private partnership.This article combined with the reality of the case, put forward the realistic performance of public-private cooperation, causes and negative effects of the paradox, the author puts forward the solution of paradox of public-private cooperation from responsibility division.
