The 20th century, early 80s, a massive wave of administrative reforms set off around the world. In the West, this administrative reform movement was seen as a "Reinventing Government", "Reinventing Government" and "New Public Management movement." As a new public sector management methods and practice-oriented, New Public Management to better adapt to the era of globalization and knowledge economy and reform of government management requirements, to a certain extent, reflect the development patterns and trends of public administration, in the Western governments in public administration has had a profound influence and positive role.
