| With the increasingly severe degree of population aging in Kaifeng city, health problems have posed a great threat to the current medical care and elderly care system, In order t o solve the problem of elders’ survival, innovation of institutional care should be created to realize integration of medical and nursing resources, and policy innovation should be u tilized to en courage institutions taking more medical responsibilities to decrease adverse selection in institutional care market for elders.This research take Kaifeng city for example, apply questionnaire and case interview to analysis the supply and demand situation for the combination of medical care and elderly care service for disabled elderly in urban city respectively, to discover the problems and causes that the combination of medical care and elderly care service for disabled elderly is fa cing currently. Through to the disability elderly endowment demand research in this paper, to extract the place of innovation of Institutional Pension,so treat disability old m an as targe t group, co nsider pension agency sets up regular medical clinic, the cooperation between pension institutions and medical institutions as target groups for the pension and health care to provision of service,and focus on increasing personalized professional medical services.This paper mainly from five parts: the fi rst part is t he general, reserching the background and significance, the paper combs the current domestic research on the pension, the elderly disabled status of institutions, as well as fo reign medical raising combined with the pension related research results, the article describes the ideas, methods and innovation.
