Research On Elderly Care Services In Xi'an Medical And Elderly Care Institutions

With the acceleration of the aging of the population,the demand of medical treatment caused by the "silver wave" has become increasingly urgent.In the state of mutual independence of existing medical institutions and pension service providers,the medical and old-age needs of the elderly with empty nest,disability and chronic diseases are difficult to be satisfied.The combination of medical care and pension services implements the integration of "medical,nursing,and nursing care" to meet the needs of the elderly for health care,alleviate the phenomenon of crowd in the hospitals,and promote the integration of medical and endowment resources.Although in recent years,the state has adopted relevant policies to promote the development of the services,the integration of medical and pension resources is not ideal in practice.How to meet the needs of olds,rationally integrate medical care and old-age resources,and solve the problem of health governance caused by aging is an urgent problem to be solved.Based on the interview data of the medical and nursing institution in xi 'an city,combined with the relevant policies of medical care and pension service,this paper explores the current situation of the development of medical and nursing institutions in xi 'an city.The main problems existing in the medical and nursing institutions in xi 'an are as follow.inadequate infrastructure and outdated design concept;lacking of professional talents,high quality talent team is difficult to for:m;the financing channels are single;the synergistic effect of medical treatment and pension is not obvious and the service capacity is limited.We analyze the above problems by using marxist government functions,fairness and justice,social welfare and other theories and finds that the main reasons for these problems are the following aspects:The government has not played the role of social public management in the development of the services,leading the lack of top-level design and inadequate policy implementation;Market participation is not high,and service orientation is inaccurate.The social equity and justice are difficult to achieve;The integration of social resources is not high,and the rights and responsibilities of hospitals and pension institutions are unclear;The value of nursing staff is not paid attention to because of the low recognition of nursing service.We summarize the successful experiences of the combination of medical care and pension services in developed regions at home and abroad,and combine the relevant theories of Marxism to analyze the problems existing in the institutions of medical care and support.With the goal of all people and the value of fairness and justice,we put forward the countermeasures for promoting the development of the services in xi 'an.We should strengthen the government's public service functions,and strengthen the supervision,management and policy support of the government with the concept of fairness and equality;By setting up the Internet platform,we will build a multi-level medical care and nursing service system.We should also encourage all kinds of capital to go into the pension service market.We should strengthen the construction system of the talent team,standardize the management of medical care and nursing care,and ensure the professional and sustainable development of medical care and nursing care,and build a scientific compensation incentive mechanism,so as to mobilize the enthusiasm of doctors and nurses in the care of the old-age service staff.
