Our country has entered the aging society in 1999, was an early into the aging society of one of the developing countries. According to the development of China’s population aging trend prediction research report of the data, by 2014, China’s aging population will reach 200 million,2017,400 million,2051 peak. The old people’s old-age security problem is increasingly highlighted.The elderly as a vulnerable groups, its demand has dual characteristics of universality and particularity. Rural elderly endowment service requirements include life care, health care, spiritual comfort, legal aid, etc. From the perspective of the location of rural elderly people accept endowment service, there are mainly family endowment, institution endowment and community endowment three means of attack. Among them, institution endowment belongs to social endowment way, community endowment is between family endowment and institution endowment of a way of pension, has many remarkable advantages.With the speeding up of aging and urbanization, many countries are actively exploring community endowment pattern, through the community to provide pension services to the elderly, can ease the pressure on households and governments, and allows the elderly abetted in their familiar environment. China’s urban community endowment service after years of development, has made certain achievements, have accumulated a wealth of experience. China by the special historical environment, the influence of the political system and economic base, formed the urban and rural intersected dualistic social security mode. Over a long period of time the town’s social security reform and development, has formed a relatively complete system., by contrast, the rural social security is still in a kind of family security, land security and national relief of low level, compared with urban gap significantly.Chengdu in October 2003 to make "overall urban and rural economic and social development, promote the urban-rural integration" of the major strategic deployment. In June 2007, the state formally approved the chengdu become a national urban and rural comprehensive reform pilot area as a whole. Chengdu in accordance with the "adjust measures to local conditions, farmers voluntary and paid in accordance with the law, and steadily push forward" principle, in the planning and construction new town community at the same time, also planning and construction of 600 new rural communities, and to form a complete set of perfect infrastructure, organized and hierarchical gradient to guide farmers to town and second and third industry transfer, and by the end of 2007 there are nearly 270000 farmers to live in the town and the new rural community.Based on this, this article in view of the agricultural community elderly increasing demand of pension, family pension function weakened, pension institutions face difficulties, put forward the construction of rural community endowment service system. The article adopts the method of field survey and interview, combining with the system analysis method and theory with practice, to Chengdu Wenjiang district, 10 agricultural community endowment service system, the content of the first analysis of the current rural community endowment service system, the supply main body, the elderly demand three aspects; Secondly analyze the construction of the agricultural community to changes in the pension service system, compare the actual supply and demand in the elderly. A third analysis to the elderly demand as the leading factor of how to build a more perfect rural community endowment service system. Results show that:from the point of endowment service supply, community endowment service supply distribution, each community is different, not formed a complete and effective system, and provide the pension service content is relatively single, not according to demand of the elderly, thus lead to a lot of old people don’t even know; From the point of pension service demand, the new rural community endowment service needs are mainly concentrated in four aspects, namely the life needs care services, health care service demand service demand, institutional and spiritual needs. But most of the elderly pension only part to meet demand, on the whole, still in a state of imbalance between supply and demand.Under the survey results, combined with Chengdu Wenjiang district, the actual situation of rural community endowment service, based on the requirement of the elderly is put forward the rural elderly service system. This not only conforms to China’s basic national conditions, conforms to our country old career development plan, also can achieve the advantages of "build low cost, efficient services", for the rich to make a little contribution to the theory of community endowment service in the rural areas.
