The Research On The Development Of Military And Civilian Intergration In Science And Technology Of National Defense In Shandong Province

Since the 1980s,promoting the development of military and civilian integration has been a common development strategy adopted by the major countries in the world,and an inevitable choice for our country to be richer and stronger.As a national strategic high-tech industry,the science and technology of national defense industry provides a solid material and technical basis for China’s national defense modernization construction,is the backbone of the national economy development and a strong national defense strategy,is an important part of the national industrial structure adjustment,is also the most important area of integration of defense and civilian technologies.At present,many provinces and cities in China have drawn up plans,guidelines,policies and guidance for the development of integration of defense and civilian technologies industry,and have made initial achievements in integration of defense and civilian technologies’ development,but there are still many problems to be solved,such as institutional hurdles.Shandong province has the political basis for the development of civil-military integration,location advantage,industrial foundation and talent base,in the emerging field of land and sea as a whole in civil-military integration technologies have incomparable advantages with other provinces,fully qualified to build into a "civil-military integration technologies demonstration province",promote the coordinated development of regional economy and national defense construction.This paper takes the civil-military integration of science and technology and industry for national defense development in shandong province as the research object,takes the economic theory as the guidance,draws lessons from the industry economics,the regional economics,the government economics and other relevant theories,carries on the SWOT analysis to the Shandong province integration of defense and civilian technologies industry development situation,thinks that Shandong overall scale strength unceasingly enhanced,the characteristic industry superiority is obvious;Constantly improve the innovation system,research and development strength is increasing;The effect of "conversion from military to civilian" has initially shown that the level of "civilian army" has gradually improved;The industrial layout is becoming more and more optimized,and the aggregation trend is initially formed.Although the development of integration of defense and civilian technologies industry has a certain breakthrough potential and market space,facing a rare opportunity,but there are also problems to be solved,such as:the supply and demand of military and civilian technology information channel is not smooth,the conversion rate of military science and technology achievements is not high.Finally,according to the research conclusion of SWOT analysis,this paper puts forward some suggestions on the deep development of integration of defense and civilian technologies,a national defense science and technology industry in Shandong province.
