Due to the change of population structure, family size reduction causes the contradiction of the traditional family pension mode is highlighted increasingly, public nursing homes as a form of government public pension benefits, get more trust in our society, but with the continuous development of economy, the traditional public nursing home management pattern already can not adapt to the elderly demand for pension in China, so under this situation, to reform traditional public nursing home business model innovation, to explore a kind of pension mode becomes imperative for China’s national conditions, and to solve the increasingly serious aging problem is also an inevitable choice.This paper first clear the concept of private and public authority management, according to the theory of socialization of social welfare, "principal-agent theory", the third party management theory and the cooperative game theory, has been clear about the public nursing home private model is a nonprofit organization to participate in social management, participate in endowment cause and important way to realize the socialization of social welfare; Is to transform government functions and change of public governance, build the needs of the new public service system and mechanism. Through literature analysis, observation method, case interview method, will endowment service center in shenyang public management problem for the commission to private model and case analysis and model to explore, trying to describe, summing up and refining public nursing home, the condition of carrying out public private mode implemented this pattern characteristics and advantages, problems and risks, and put forward the corresponding Suggestions.This paper argues that, in the case of public private nursing home, the most important thing is to deal with the relationship between government and private non-enterprise in this kind of mode, which should be set up an equal cooperation, mutual trust and friendly relations between the government and private non-enterprise, on this basis, combined with Shenyang actual situation, and make use of the entrusted business management mode, professional management team and the international advanced management concepts, to explore how to realize the sustainable development path of public nursing home, how to make the exploitation and utilization of social resources development of pension services better.
