The situation of social stability is still grim; the task of maintaining social stability is more difficult. In terms of Linyi City, it is on the border of Shandong Province and Jiangsu Province, the total area is about 17,000 square kilometers, and the population is around 10,830,000, it is the most populous and largest city in Shandong Province, also it is one of the four cities which populous over ten million. In the recent years, Linyi is developing rapidly, its county economics is developing by leaps and bounds, and it’s in the special time of economic transition and social transformation, all kinds of contradictions interwoven overlay, social stability need to be addressed. Building long-term effective mechanism of maintaining stability is particularly important. Maintaining stability is a new vocabulary, the word meaning to maintain social stability. Now it appears in the work of the patty committees and governments more and more. Maintaining social stability is not purpose, but a method of keeping a harmonious sustainable development economy. But in a long time, how to maintain social stability more efficient; how to maintain social stability in the right way, that always haunts the leaders, experts and scholars.Development is the first major task, and maintains social stability is the first responsibility.
