Constructing The Persistent Effective Mechanism For Maintaining Stability From The Perspective Of Deliberative Democracy

Maintaining social and political stability is not only the value objective of any social development,but also a fundamental problems which is widely concerned by early developed countries and developing countries.We should balance the reform, development and stabilization in the course of deepening reform since the new period,so maintaining stability appears in our unique context naturally,it becomes a a byword that the government limits the public to express their demands,and this will inevitably lead to the paradox of maintaining stability.In order to be adapt to the social and political situation which is increasingly complex,handling interest conflicts reasonably,standardly and effectively,consolidating the foundation of legalization, creating a political situation characterized by social stability and unity,we must change the mode of thinking and working method of maintaining stability and constructing the persistent effective mechanism for maintaining stability.Deliberative democracy provides a new train of thought for defusing the paradox of maintaining stability.A great consensus is required on the underlying relationship between stability and deliberative democracy which is regarded as a form of governance,so deliberative democracy is a new thought to construct a persistent effective mechanism for maintaining stability.On the ethical dimension,Connecting the connotation of negotiation ethics and the tradition of Chinese ethics,achieving the successful conversion of making negotiation ethics as a means of social order construction,creating a negotiatory atmosphere to resolve conflicts by peaceful settlement.In realistic sociopolitical field,making positive interaction be a link to ensure the effect of public input on public authorities,relying on the multi-level political consultation system to integrate every appeal,promoting the formation of public opinion and reaching a social consensus.In the scene of specific interest conflicts,taking the fundamental interests of every conflict into consideration,driving the contradiction resolved through compromising which is forced by the public pressure,achieving the target of solving conflicts by the mechanism of Interest balance effectively and prescriptively.Three parts constitute the main contents of this article.Firstly,exploring the correlation between transformation and instability according to the theory of modernization through logical analysis of economic growth,political development,social transformation lead to instability and Historical investigation of social and political order in early developed countries and developing countries.Secondly,by summarizing the overall situation of social and political stability Since reform and opening up,this paper puts forward that deliberative democracy is a new thought to construct a persistent effective mechanism for maintaining stability.In the end,the mechanism of stability presents three fundamental levels,namely negotiation ethics,social consensus and balance of interests from the perspective of deliberative democracy in theory and practice.Based on theory and practice,some research methods such as literature research,induction and deduction,logical reasoning,investigation are also used in the writing.Investigating the paradox of maintaining stability from the perspective of deliberative democracy is helpful to explore new angles for stability,and the innovative thinking also has theoretical significance of academic studies but also practical significance for practical reference.
