A Study On The Strategies Of Social Organization Empowerment In The Process Of Government Empowerment

As an important subject of social governance,social organization is an active force in the economic and social development of our country,and an important bearer of the transfonnation of government functions.In order to play its advantages an d functions,social organizations need to have corresponding abilities and certain mature development,and social organizations and their abilities themselves have to go through a process of "growth" and"enhancement",which will be affected by many factors.Government empowerment is the most important factor.This paper studies the relationship between government empowerment and social organization empowerment from the perspective of empowerment and puts forward that government empowerment and social organization empowerment are not antagonistic and contradictory,but promote and promote each other.The mutual influence symbiosis relation,this kind of symbiosis relation has the different type,in which the mutual benefit cooperation type is the social organization and the government best state.The state and degree of this symbiotic relationship between the empowerment of the government and the empowerment of social organizations is influenced by the state and level of trust of both sides,and the state and level of trust of both sides change according to the type of social organization and the growth stage of the social organization.As a result,the government will also change as a result.Government empowerment enables social organizations to "directly" acquire the corresponding capacity,so government empowerment is the exogenous force and prerequisite for social organization empowerment.At the same time,government empowerment also stimulates the generation of endogenous empowerment of social organizations,and government empowerment is excessive.This article carries on the empirical analysis through the Shanghai Pudong social organization case and the data,under the Pudong development and opening up background,studies the Pudong social organization enhancement performance and the effect,The possible conditions of mutual promotion between government empowerment and social organization empowerment are also analyzed.On the basis of summarizing the experience of social organization empowerment in the process of Pudong government empowerment,this paper puts forward some concrete strategies to further promote the empowerment of social organizations.
