Policy Network Research Of Local Governance Decision-making In Regional Circular Economy

As the environment problem increasingly prominent, as material base of human economic and social development, resources and environment are increasingly important. Development of circular economy, on the one hand, can bring economic benefits, on the other hand however, due to the positive externality of circular economy itself which can improve the ecological benefit and social benefit. So the government can take advantage of the circular economy to solve the problem of the sustainable development for environment and resource utilization, at the same time, enterprises can also gain profit. But in this premise, how to put them together, forming a network of sustainable development, is the key problem.The development of regional circular economy, can realize the sustainable economic development, the harmony between man and nature, and also win-win economic and environmental. But the current development of regional circular economy, under the push of interests, regional actors prefer economic interests to environmental benefits; the public often join as passive participants because of the limited understanding. On this basis, from the perspective of policy network, the article will analyze both the regional circular economy of network and its actors, and then discusses what kind of interactive relationship their different endogenous motivation and external pressure can form.The full text consists of three main parts. The first part contains the first and the second chapter of the article, mainly introduced the research background of this article, the research both at domestic and abroad and paper assumption and research design. Determine the research subject and the network which involves.The second part is the main part of the paper, including chapter 3 and chapter 4. Through the network of regional circular economy in the third chapter, the actors, determine the research subject, and describe the policy network of the interactions between the main actors, which make preparation for case analysis in the fourth chapter. The fourth chapter analyzes the feasibility case study as the main body, analyzes the main actors and their interaction of the GY city renewable resources industry development planning in the policy network. And then we describe the process of policy network coordination in some stages, which shows the interaction in the evolution of the process.The last chapter is the third part, is mainly a summary and outlook to the full text. After we review the full logical of the article, we will make a confirmation for the assumption in the first part. At the same time we propose the corresponding countermeasures and Suggestions, analyze some shortages in this paper, and also feasibility and prospects of the further research are put forward.
