Regional Industrial Recycling Economy Construction And Local Government Policy-oriented

The circular economy, as a postindustrial production of developed countries, its original conception is so called "Junk Economy" on wastes resource recycling. Due to the big amount of resource consumption and high-speed growth of economy, thus, the circular economy in our country trends to be the economy growth mode, focused on resource decreasing and efficiency use and recycling.The essence and ultimate purpose of the circular economy is to protect the environment and to economize the resources. Due to the scarcity of energy resources and the urgency of environmental protection, it conserves the development of the circular economy of strong positive externality. There are two methods to solve the external performing of the circular economy, market mechanism and policy mechanism. In a market economy and in the premises of sound mechanism, industial policy as an important part of governmental public policy, is necessary to give relief to externality of circular economy, such as tax incentives, subsidies and government pricing, guiding enterprises on (energy, water, material, lnad)-saving and impeling cleaner production and starting resources recycling. Aiming at the fact of development of regional circular economy, I put forward the conception of validity of regional industrial policy. I hold that the validity of the industrial oriental policy is the basis for the development of regional circular economy and investment management according to regional industrial characteristics ex officio and it must agree to the industrial policy of national and superior governments, especially when our country doesn't make it clear on the institutions and the validity class of the industrial policy and the local government doesn't have rights to draw up regulations.This essay mainly takes " developing industrial circular economy in Yuhang District of Hangzhou, Zhejiang" as an example, and analyzes its general discipline and feasibility and unfavorable factors of regional development and specific developments and limitations. I hold that the development of regional industry circular economy must be combined to its existing state and its structural features and it must conform to its general discipline of industry development and also follow in proper sequence and take actions that suit local circumstances to develop. During the process, we must put great effort to design the local government policy and carry it out, and its orientation must be in accordance with general thoughts and framework of national industrial policy and local supporting policy. Thereby, the market competitive mechanism and the relief mechanism of governmental public policy will work out together, and the the development of regional circular economy will be carried out indeed.
