Public emergencies may cause property losses and mental illness. However, it may cause more serious psychological harm. It has been ten years since 911 event happened, but it brings long-term impact on American society, people still fear when they talk about it. Once public emergencies happened, the most serious consequence is the loss of public security. This is a common feature in the public emergency psychological. We should pay attention to some strange phenomenon. People may pay more attention to some small public events than fatal events. In different countries, the same tape of crises may cause different results. In addition, in some crisis events, compared with the people in incident, people in remote areas public security is lower. These problems illustrate the formation of public security requires both objective conditions, but also influenced by subjective factors.Based on the studies of public security, this article constructs theoretical model of the influential factors of public security sense under the background of crisis events. We presumes crisis event, government response, media report, individual disposal ability in emergency, group psychology and behavior are the independent variables, while public security sense is the dependent.There are 400 persons were random surveyed who have experienced "4.20 Ya’an earthquake". By the method of structural equation model(SEM), the finding shows that the original five factors aggregate into four. Government response and media report become one factor. Listed in descending order by influential power, the tested independent variables are group psychology and behavior, response of government and media, crisis event and individual disposal ability in emergency. At last, we propose to create groups of belonging, a sense of crisis and the situation to determine the sense of the governance mechanisms to control counter measures.
