Optimizing the allocation of resources and improving the ability of rite, achieving the fundamental purpose of serving the people have always been our direction of continuous efforts of the government. The 18 th national congress of the communist party of Chinaraises to speed up the transformation of government function, and promote government from "managed" to "service-oriented government", put forward clear requirements of the reform and practicefor the Chinese government, thus promote the government implement change itself by means of the internal advanced function. For a long time, Chinese government of all levels was actively carrying out government performance appraisal, comply with the reform and development trend, promotes the ability of ascension of ourgovernment in the new era. But at the same time, our country covers a large area, the general condition of our country is complex, so there will be a difference of the judging methods and results. Neijinag, a historical city of Sichuan province, started early in appraisal management, has rich practical experience. Neijiang city reached some achievements in the use of objective performance evaluation system to implement the deployment of the municipal party committee, promote and improve people’s livelihood, strengthen supervision and restraint. However, meanwhile,the monotony of appraisal main body, the imperfection of mechanismand other issues also become the obstacles of the performance of appraisal system.Therefore, by analyzing and summarizing the city’s appraisal systemsituation of these years, and exploring feasible perfect path, can be modified for the city and improve the target appraisal system and increase the efficiency of the government and provide a better way.This thesis set the previous condition of the appraisal system of Neijiang. By comparing the literal texts and interviewing, this thesis did research of the functioning system of the appraisal system. The main steps are as followed.First, studying the literal texts home and abroad and then summarizing the performance appraisal management ofNeijiang government in recent years, summarizing the research background, operation, analyzing the targets of Neijiang government in the process of performance appraisal management some basic characteristics and main positive role. Using questionnaire survey, interview, files and other measures to have further investigation ofNeijiang government performance appraisal system of operation. Finally, put forward some methods of changing the previous problems. The conclusion of this thesis is: based on the rational "economic man" hypothesis, the index of science setting performance target evaluation system and the perfection of punishment mechanism, strengthening the connection between the individual and target, strengthening the public participation in evaluation will be able to effectively improve the shortcomings of the current government target appraisal system, eventually to promote the government itself to improve efficiency, acceleratedevelopment of transformation.
